Direction Committee

The Direction Committee ensures the direction and the strategic trend of the Programme.

The Direction Committee is made up of:

• One political representative of each South-East European and Italian Institutional Partner;
• One representative of the Central Technical Unit (UTC) of the General Directorate for Development Cooperation (DGCS) of the Italian Ministry of Foreign Affairs;

The Direction Committee performs the following functions:

• It examines and approves the Rules of the managing bodies of the Programme;
• It examines and approves the Yearly Operating Plan of the Programme;
• It verifies the correct implementation and the state of progress of Programme activities, evaluates the results and proposes modifications to the strategic trends of the Programme;
• It examines and approves the guidelines for the internal and external communication of the Programme, for the promotion of activities and results and the coordination with other networks;
• It examines and approves the main criteria and principles for the implementation of the Actions, and the Communication Plan of the Programme;

The Direction Committee meets at least once a year, in accordance with what is provided for in the Yearly Operating Plan of the Programme.

Tripartite Group

The Tripartite Group ensures the connection between the decision-making level and the administrative level of the Programme.

The Tripartite Group is made up of:

One representative of the Tuscany Region, on behalf of the Italian Partners;

One representative of Local Authorities on behalf of South-East European Partners;

One representative of the Central Technical Unit - DGCS-MAE.

The Tripartite Group performs the following functions:

It approves the Yearly Executive Plans of the Actions and the half-year updates;

It examines and approves the proposals for the yearly technical and financial modifications of Vertical and Horizontal Actions;

It examines and approves the yearly and half-yearly monitoring reports on the activities;

The Tripartite Group meets at least once a semester.

Steering Committee

The Steering Committee is the technical body that ensures the implementation of the Programme according to the trends of the Direction Committee.

The Steering Committee is made up of:

• One representative of the Tuscany Region;
• One technical representative for each Action Leader;
• One representative of the Central Technical Unit - DGCS-MAE;
• One representative for each Local Technical Unit working in South Eastern Europe;
• Nine technical representatives of South-East European Institutional Partners identified on the basis of their field (1 representative for each Vertical Action);
• The Direction of the Programme.

The Steering Committee performs the following functions:

• It examines and proposes the political-strategic direction of the Programme written in the Yearly Operating Plan to the Direction Committee for its approval;
• It examines and proposes the Executive Plans of the Actions and the corresponding half-year modification and update proposals to the Tripartite Group for their approval;
• It facilitates the coordination among the Regions/Provinces for the involvement of the technical authorities in Italy;
• It examines and proposes the guidelines for the internal and external communication, for the promotion of activities and results and the coordination with other networks to the Direction Committee for their approval.

The Steering Committee meets at least once a year.

Direction of the Programme

The Direction of the Programme performs the function of direction, coordination and management on a Programme level and guarantees the connection among the different managing bodies of the Programme and with the Italian Ministry of Foreign Affairs.

The Direction of the Programme is appointed by the Tuscany Region in agreement with the other Italian Regions and DGCS-MAE.

The Direction of the Programme is made up of:

• The Strategic Director;
• The Executive Director.

The Direction of the Programme performs the following functions:

• It deals with the fulfilments concerning the start-up of the Programme;
• It guarantees the strategic coherence of the Programme;
• It guarantees the methodological continuity in the territorial network;
• It ensures the correct operative management of the Programme.

The Direction informs and takes part in the meetings of the Programme Bodies, coordinates their works,  summarises the results and spreads them among all the people concerned.

Operative Secretariat

The Secretary for the Operations works in support and under the supervision of the Direction of the Programme.

The Secretary for the Operations is the technical body that gathers all technical Partners in charge of the performance and of the operative management of the single Actions, both Horizontal and Vertical, and of the Programme as a whole;

• The General Coordination Staff of the Programme, made up of the Italian Secretariat and the SEE Secretariat (Focal Point Pula, Sarajevo and Belgrade, Antennas in AlbaniaMacedonia); and
• Technical Bodies identified by the Action Leaders for the performance and the operative management of Horizontal and Vertical Actions.

The Italian Secretariat supports the Direction to launch the Programme and guarantee the correct performance and management of the activities in Italy, in particular:

• It deals with the technical and economic management of the Programme;
• It deals with the internal and external communication;
• It gives instruction on the committees and takes care of their follow up;
• It deals with the development of the network.

The Secretariat in the SEE works in support of the Direction of the Programme and under the supervision of the Executive Director and in coordination with the Italian Secretariat, performing cross-sectional functions, common to the single Actions. In particular, the Secretariat in the SEE performs the following functions:

• It guarantees the connection and the integration among the different Horizontal and Vertical Actions in the partner territories;
• It facilitates the connection with the territory for the implementation of the Horizontal Actions;
• It ensures the institutional connection of the Programme with the International, national and local stakeholders of the territory;
• It ensures the effective internal organisation and management of the Focal Points in loco.
