Through the horizontal actions, Seenet aims at supporting the integration process into the European Union of South-East European territories. The actions are divided into 4 interventions in which all partners of the Programme are involved and that concern work issues of common interest, among which:

• A - Institutional Building training and technical assistance to the planning of EU funds through a constant  accompaniment by Italian experts for the development of partnerships and the elaboration of project proposals to be submitted to International contributors;
• B - Information and publication on the most important issues of the different sectors involved through the online examination of specific themes and the gathering of data on the territorial reports among Italy and South-Eastern Europe;
• C - Research aimed at local governance processes through the institution of research scholarships for young people and the creation of a network of people of reference that interact with the other actors and actions of the Programme; 
• D - Local Authorities organisations in South-Eastern Europe through theme-based ad hoc meetings and technical assistance to the associative institutions of the different countries.
